nVidia’s RTX 4090 graphics card is no longer subject to export restrictions in the United States, bringing relief to gamers in China. The U.S. Department of Commerce’s Bureau of Industry and Security had imposed licensing restrictions on NVIDIA’s high-end processing units, including the L40 and RTX 4090, but these models are now excluded from the latest filing. This means that NVIDIA can continue to ship its powerful gaming GPU to various countries, including China.
Furthermore, NVIDIA has received notice that export controls on other models like the A100, H100, and their special variants (A800/H800) have also been lifted, allowing them to be shipped immediately instead of waiting for a 30-day compliance period.
The RTX 4090 is equipped with the ADA AD102 architecture and features an impressive 16,384 CUDA cores. However, due to U.S. regulations, its total computing power is capped at 4,800 TOPS. Following the recent SEC filing, which imposed these constraints on the RTX 4090, its price in the Chinese market has surged dramatically. Some board partners have even removed these cards from their official stores, while scalpers have taken advantage of the situation by stockpiling RTX 4090 cards in anticipation of ongoing restrictions.
